What is a Developmental Delay ?

Any preschool child whose speaking, language, social, emotional, or motor
(muscle) functioning is not appropriate for his/her age level; or a combined delay in one of the above areas in addition to cognitive or adaptive skills may be experiencing delayed development in one or more of these areas. Also, corrected hearing or vision that meets criteria for severe impairment qualifies a child for services.
